What is STARS III?


8(a) STARS III, a small business set-aside Governmentwide Acquisition Contract (GWAC), provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. This next-generation GWAC builds upon the framework of 8(a) STARS II and expands capabilities for emerging technologies and outside the continental United States (OCONUS) requirements.

Service Areas


The scope of the 8(a) STARS III GWAC is centered on North American Industrial Classification System (NAICS) code 541512, but may include other NAICS codes that are predominately IT services. These may include, but are not limited to, 541511, 541513, 541519, and 518210. The contract offers IT services ranging from simple to complex and services-based solutions such help-desk support, information assurance, cybersecurity, artificial intelligence, and more.

Benefits of STARS III


  • The 8(a) STARS III GWAC ordering period is a five year base with one three year option. This ordering period began on July 2, 2021.
  • The ceiling for 8(a) STARS III is $50 billion.
  • 8(a) STARS III allows for fixed price, time and materials, labor-hour or a hybrid blend of these task order types.
  • The contract access fee for the 8(a) STARS III GWAC is .75%, the same as GSA Schedules.
  • The contract includes two sub-areas, one for emerging technology and one for OCONUS requirements.

Kapsuun Group, LLC was awarded a contract under the Navy’s SeaPort-NxG IDIQ to provide engineering and program management support services to Navy and DoD customers as detailed below:

Engineering Support Services

This category consists of supporting the application of engineering disciplines to technically support the research and development of new and existing Naval capabilities and systems, technically support development of significant alterations to existing systems, support integration and interface of existing equipment or software into different applications or platforms to support the warfighter, and support evaluation of foreign or non-developmental systems, equipment, and technologies. This category also includes all support required within the area of environmental engineering of U. S. Navy weapon systems and base related infrastructure.


Program Management Support Services

This category consists of applying the business, financial management, and technical disciplines required to support planning, organizing, staffing, controlling, and leading team efforts in managing acquisition programs such that the result places a capable and supportable system in the hands of the warfighter when and where it is needed, and does so at an affordable price. This category represents an integration of a complex system of differing but related functional disciplines that must work together to achieve program goals through development, production, deployment, operations, support, and disposal.


This category also consists of providing information system software analysis, requirements definition, design, development, test, modification, installation, implementation, quality assurance, training, and documentation to meet the evolving data storage and reporting needs of programs, analyze existing IT and IS databases, web sites, and IT applications and recommend new or improved interfaces and improved management tools that meet new requirements, or improve management effectiveness and efficiency. Perform maintenance and technical support for Local Area Networks (LAN) and Wide Area Networks (WAN) that are outside the cognizance of the Navy Marine Corps Intranet (NMCI). Modify, implement and maintain web based information systems and links. Develop website structure, prepare documentation for population, implement and maintain web sites. Conduct IA analyses, develop, recommend, and implement, monitor, update, and maintain, IA practices, procedures, equipment, algorithms, and hardware that are outside the cognizance of NMCI. This category also provides systems engineering and technical support for establishment, test, upgrade, and operational support of systems, networks, workstations and support equipment hardware and software that are outside the cognizance of NMCI. 8(a) Sole
Source ANC Contracting


As an Alaska Native Corporation (ANC), we offer a unique, flexible, and streamlined sole source procurement option to our Government customers. Sole source contracting with KG provides the Government with Federal Acquisition Regulations (FAR) and Code of Federal Regulations (CFR) provisions methods to maximize performance flexibility, mission continuity, and small business goal achievement. Advantages of this option include:


  • A significantly accelerated procurement timeline, without the disruptions and delays resulting from complex evaluations and resulting protests
  • Subcontracts awarded to an ANC or Indian tribe shall be counted towards the subcontracting goals for small business and small disadvantaged business (SDB) concerns, regardless of the size or SBA certification status of the ANC or Indian tribe. FAR 19.703 (c)(1)(i)
  • Flexibility and reliability through direct negotiations per 13 CFR 124.503, competitive threshold exemptions per 48 CFR 19.805-1
  • Elimination of pre-award schedule risk due to the non-protestable nature of ANC sole source procurements per 13 CFR 124.517
  • ANCs – unlike other 8(a) companies – provide the Government with a virtually unlimited sole source ceiling per 48 CFR 6.303-1

The Government may award sole source contracts to ANC 8(a) companies up to $100M without Justification and Approval (J&A) and more than $100M with J&A, offering an unlimited threshold.
